Why yes, yes it is. Both the CCP and the KMT were founded on Leninist lines with Russian and German advisors. In part they were rivals because they occupied the same space. As in Cuba when Castro evicted Batista the Soviets, and in Cuba the Official Communists, were supporters of the Old Regime until the end, although in China by 1945 Stalin was playing both sides and allowing Mao to seize the Japanese munitions in Manchuria.

Politicians and Bureaucrats believe in kicking cans down the road. Every cop or government clerk knows that if you just listen and wait then 99% of the time the problem in the form of the unhappy person will just go away. Tell a cop that some crazy person is on the street or that some guy is selling solid gold watches for a dollar and the cop will say "You can't make this stuff up" and then the cop will go away. That doesn't mean that when the chips are down they will not act like lions, although the clerk despite their best intentions may not remember how. As Bernard Wolley said, "Minister, it's my job to see the chips stay up."

What we need are politicians, like Trump, who deliberately do not act like bureaucrats. We hire politicians through a political process to represent our values, because the normal logical process of administration needs to be lead. We need a politician or a great business manager to recognize when logic has failed and that some things are worth fighting for. For the Boomers we need a Kirk because Spock can't do the job, and 53 years ago Spock knew that.

200+ years ago the term Civil Servant applied to both elected officeholders and the staff that they supervised in English government ministries. Over time as the British system was developed, and its American variant followed, the idea of an apolitical impartial professional staff took root. In America its acceptance was affirmed late in the 19th century. However in the US that was in fact part of the Progressive Movement and the allegedly apolitical nature of the bureaucrats was always doubtful.

During the last 100 years the appointed civil service has become more ideological while the elected politicians and their temporary appointees have for at least the last 50 years taken to publicly denying their ideological responsibility. They now project themselves as merely overseers of the professional staff whose probity they accept and rely on to solve what are only technical questions. Arguments over conflicting value judgments are referred to the Courts, a nonpolitical body. That is why the Left seeks to preempt arguments by declaring that "The science is settled" and all problems can be resolved by judicial fiat.

We need to restore the Constitutional basis of government whereby the decision as to what the Constitution stands for is a political question for the citizens to decide through their elected officers.
